High needs provision capital allocation (HNPCA) consultation and bidding round 2024

Overview

The Department for Education (DfE) has announced local authority funding to support the provision of new places for children and young people with special educational needs and disabilities (SEND) and those requiring alternative provision. This is collectively referred to as high needs provision.

Funding was provided for 2022-24 through the High Needs Provision Capital Allocation (HNPCA). Trafford Council’s allocation of this funding was:

  • 2022/23 – £4,728,995
  • 2023/24 – £3,680,072

In March 2024, the DfE announced a revised allocation for 2022/23 and 2023/24, along with a new allocation for 2024/25. Trafford Council’s allocation of this funding is:

  • 2022/23 – revised to £6,849,265 (an extra £2,120,270)
  • 2023/24 – revised to £4,542,907 (an extra £862,835)
  • 2024/25 – new allocation of £1,213,129

We can invest our HNPCA grant in:

  • Creating new or additional places
  • Improving existing facilities or developing new facilities
