List of Local Heritage Assets SPD

Overview

Trafford Council’s Planning and Development Service are consulting on the draft Supplementary Planning Document (SPD 8) List of Local Heritage Assets (Local List).  This follows on from the consultation held from 20 October to 1 December 2025 on the content of the sixteen draft Lists of Local Heritage Assets and Selection Criteria.  The content of the Lists of Local Heritage Assets and Selection Criteria was approved by Council Executive on 16 March 2026.

SPDs provide additional information on how Trafford Development Plan policies should be interpreted and implemented.  When making a decision on a planning application, an SPD is taken as a material consideration.  The weight given to SPDs is considerable as they have been prepared in full consultation with the public and approved for development management purposes by the Council.

Local heritage assets refer to a building, structure or site which has local heritage significance to be considered when determining a planning application but does not meet the criteria for formal statutory designation. Local planning authorities may formally identify heritage assets that make a significant contribution to the character and local distinctiveness of an area through local listing, plan making or on a case-by-case basis during the planning process. These are also referred to in national planning policy as non-designated heritage assets.

This draft SPD provides an overarching statement setting out the significance of the historic environment in Trafford and sets out the process of modification of the Local List and Selection Criteria previously consulted on in 2025.  The SPD outlines how heritage assets will be nominated and assessed for inclusion or removal from the Local List.  The SPD also sets out guidance on works to non-designated heritage assets.
