Overview
Trafford Council wants your views on ambitious proposals which aim to transform the area around the Town Hall and surrounding buildings into a new ‘Civic Quarter’. Please complete the following survey, based on the draft Civic Quarter Area Action Plan (AAP) and Integrated Assessment (IA) (including Sustainability Appraisal).

The Civic Quarter Area Action Plan will be part of the statutory development plan for Trafford, sitting alongside the adopted Core Strategy and the Trafford Local Plan and Greater Manchester Spatial Framework as they emerge. It will be the starting point for determining planning applications within the Civic Quarter area. Following this consultation a submission draft will be submitted to the Planning Inspectorate for scrutiny prior to adoption. It is hoped the Civic Quarter AAP will be adopted as Council policy by mid-2021 following an Examination in Public.
The Civic Quarter AAP covers a 55 hectare site taking in the Town Hall, Lancashire Cricket Club, the former Kellogg’s site including the University Academy 92 (UA 92) campus, stretching up to the A56/Chester Road, White City retail park and the former Greater Manchester Police (GMP) site. The area is bounded by Great Stone Road to the east, the A56/Chester Road to the north and the Altrincham Metrolink line to the south.
The plans include building a new leisure centre; an improved public realm, continued development of a new University campus, new homes and offices and improved cycle and pedestrian routes. A ‘processional route’ is also proposed which could amplify the connection between two world-class sporting venues - Lancashire Cricket Club and Manchester United. .
The Council will consider all comments made at this stage and use them to inform preparation of the Publication Draft Civic Quarter AAP (Regulation 19) that we expect to be ready for public engagement later in 2020.
