Templemoor Infant and Nursery School Expansion Consultation Comments and Responses

On Tuesday 17 May 2022 stakeholders were invited to an informal consultation event at the school. They were shown proposed plans and invited to comment, the same plans were then available to view online via the Council’s Citizen Space Consultation Hub from Wednesday 18 May 2022. The informal consultation then closed at midnight on Tuesday 24 May 2022.

On Tuesday 21 June 2022 stakeholders were invited to a further informal consultation event at the school, specifically for the proposed access on James Street.  The informal consultation then closed at midnight on Friday 24 June 2022.

I'm writing to you as a resident of James Street out of concern for the proposals regarding the use of a single-file cul-de-sac, with no turning circle, which is in turn accessible only by single file traffic along Alice Street for the access of works vehicles, and later the drop-off and collection of children along the same routes - a task often attempted in large off-road vehicles.

I'll start with the skilled use of MSPaint to draw maps on an image taken from Google Maps; they are simply arrows drawn with no real reference for size or of the road use realistically as it currently exists.  What is proposed simply isn't physically possible, turning around requires a 3 point turn even when the road is completely clear, so the implication that 'normal' two way travel can occur is just absurd.  Even moreso when there's already a clear acceptance that it isn't on Alice Street either.

Moving on to the proposed temporary double yellow lines.  Paint isn't infrastructure, the existing permanent double yellows around the corner on Temple Road where problems already exist in the morning and evening are neither enforced, nor enforceable.  It's pointless to suggest to anyone that temporary ones will achieve any more.

There are just too many cars already here.  I have issues some days getting my bike through due to inconsiderate parking, and that's not an issue even with the best will in the world you're actually going to fix and spreading it out into narrower streets isn't helping anyone.

Nor will putting down cones or restricted parking on James Street, we have a lot of elderly, infirm and disabled residents here, they may not drive or have their own cars, but they absolutely need close and reliable access for relatives and carers.  Ending or displacing that is a breach of your own duty of care to them.

Moving on to permanent access to the school from this road.  I've yet to see a single scheme that proposes to restrict the dropping off of kids outside the gates. Not one. It attempts to displace the problem, but never even manages that much. There's banners, signs, paint, but never, ever actual, meaningful enforcement.  It's why on my own commute to work, by bike, I hate getting caught up around schools. And, gods forbid there was an accident here, access here would be utterly impossible.

I don't drive, so traffic, other than the volume and recklessness of it, aren't a massive concern to me personally.  And I rent the property, so it's not about losing value on it.  It's just a clearly poorly thought out, deeply impractical idea that reeks of being dreamt up by looking at google maps or old A-Z books rather than actually going out and doing the groundwork by measuring up and seeing what's actually there.

In conclusion, I am deeply opposed to this ill thought-out scheme.

Construction access has been proposed here to alleviate the traffic and parking pressures on Nursery Close. • Site and construction traffic is carefully managed by Conlon Construction to minimise the disruption caused. • Any larger deliveries that may be required for the construction process will be coordinated with the school using their main entrance via Nursery Close. We will engage with the residents of Nursery Close giving them prior knowledge that these deliveries will be out of school hours during the week and also utilising the weekends if necessary. • The design team are currently looking at the possibility of designing out the requirement to bring larger deliveries to Templemoor School. • We will limit the size of delivery vehicles and ensure no deliveries will take place during school drop off and pick up times. The sizes of the wagon/construction vehicles accessing this site will be limited to 7.5-ton & 12-ton. The vehicles will be smaller than the refuse trucks that currently use James St. • Conlon will also limit the days when deliveries on James Street can take place (2no. days), notifying the residents in advance of those particular days enabling them to then utilise the temporary car park we will have in place. Once the last delivery is made, we will notify the residents they can move their car back to outside their property. • 4no. parking bays will be made available for use by residents during deliveries. • A holding bay will be utilised (10mins away from the site) if deliveries arrive early so they don’t hold up traffic close to the site. • We can ensure there will be no risk to resident’s vehicles including tyres as we will have a jet wash on site and a road sweeper as required. We will also have an onsite labourer in attendance at all times sweeping the roads when needed, the site management will be available for the residents if they should have the need to complain. • There will be a fully trained banksman on site available at all times to direct vehicles in and out of both our site compound and James Street ensuring safe access and egress up and down James Street. • During each site induction, we will make it clear to all operatives that there is no parking allowed on James St, Alice St and Temple Road. We will enforce that contractors must drop off their operatives and equipment and then park in James Street Car Park or Warrener Street Car Park, which is close by. • Our working hours will be between 07:30 – 16:00 • Conlon will do a dilapidations survey prior to works commencing (to include their route to the site as per the A3s tabled - it is noted that these include public roads/paths however so there is a limit as to how much protection can be given; we note there are smaller builders working in the vicinity.) • The Project will be registered with the Considerate Contractors Scheme which gives additional focus on working with the school and local residents. • A contact number for the contractor will be made available for complaints • Conlon Construction Ltd are fully committed to the Considerate Constructors Scheme which aims to improve the image of the construction industry; showing consideration to the general public; improving the working environment for site staff; caring for the environment and securing the safety for everyone involved. • Trafford (Highways) agree that using Nursery Close for the contractor entrance is not feasible, more difficult to safely segregate the children from the works without significant loss to the recreation area for the children. • Trafford Council are in discussions re. the use of Warrener Street car park & the inclusion of a ‘School Street’.

Noted, unfortunately the effect on the value of properties in the area is not a planning consideration by the local planning authority; an objection must be based on valid planning ground.

Hello,
I am a resident at ** Alice Street. I recently received a letter explaining the plans for traffic management surrounding the proposed Templemoor School entrance.

I am compelled to strongly object against these plans. The traffic situation in the area is already difficult where I live - I almost never get a space outside my house due to people using the village and parking on Alice Street/ residents having multiple cars. We also have issues with people using the road as a cut through with many cars being bumped on this part of the road, mostly by heavy goods vehicles. It's a massive on-going issue that I am sure you are aware of? So, to hear your now proposing for more traffic of heavy-duty vehicles on tiny stretch of road is absolutely ridiculous. The suggestion of double yellow lines to make our parking situation even worse means I'll have to park even further away from my address. This is something I cannot accept.

I bought the house in February 2021 and would not have done so knowing this was going to happen. I know the area well, having previously lived at ** Alice Street for 8 years,  and know the traffic and parking situation is tough but decided to go ahead with the purchase. If I knew this proposal for the school was going ahead, I would not have bought the property as I know how much chaos this is going to cause in the area.

The one-way system is already congested and often queues far down Northenden Road. Who ever thought up the traffic management plan definitely doesn't know the area. I cannot stress enough what a nightmare this is going to be for residents on Alice and James Street, especially myself and direct neighbours as the plan is basically allowing vehicles to queue outside our properties. When we have one food delivery van on the road everyone is blocked in - This part of the road is so small.

I still own ** Alice Street and have a tenant living there. This will impact her too and potentially the rental value of that property, as well as the value of my own property.

I wasn't aware that this was under consultation or being discussed until this letter dated 13th June - I would have objected sooner had I know as I feel so so strongly about this.

I urge our local councillors, who do know the area, to speak up and make the council aware of what a bad decision this is.

You will be pleased to know that your Local Councillors have already alerted the School Projects Team and the Planning Department of the absolute need for this application to extend Templemoor Primary School to take full cognisance of Traffic management matters both during the construction phase and thereafter once the work is completed, assuming that Planning Permission is granted. Indeed we are keeping a very close eye on the current situation.

My colleague Cllr *** is attending the consultation evening tomorrow Tuesday 21st June at the school and I aware that representatives from Highways will also be present at this event.

This proposal to extend the school will eventually be determined by the full Planning and Development Committee who will debate the merits or otherwise of the proposal in and line with current planning legislation. It is important that your objections are recorded and I would therefore urge you to email your objections once the application is made to the Planning and Development team at Trafford Council.

Hi,
Further to my email last night, it’s probably worth noting (images attached) the hard engineered traffic management at the start of the road where it was deemed necessary to be narrowed and a substantial speed bump in place to restrict and deter entry. At the other end of the road, the boundary fence with the school doesn’t cover the full width of the road restricting any kinds of works access even further should they manage to get on to James Street.

Obvious practical issues aside, from an environmental standpoint, hacking through so much green space is a pretty miserable state of affairs, while my neighbours are concerned about security.

Although a 2 storey extension would result in a loss of less green space, it is not ideal to propose a 2-storey extension for Reception/Nursery children on this occasion. We have maintained a single storey extension to remain in keeping with the low lying nature of the existing site.

Reference Temple Moor Infant school construction work.
We will not be able to attend the meeting on 21st June so we would like to voice our opinion via this email.
We understand they need access for traffic and supplies during work but we can not support the use of James street for access and I can only imagine the problems of adding double yellow lines to Alice street, it will cause a major issue. During office hours there are at least a place or two to park around Alice street but the evenings are already a nightmare and I am not alone in being unable to park near my house on a most regular basis sometimes parking in other streets. Removing parking space cannot take place.
The sensible option is access through the existing gate on Temple Rd before school and after school I am sure your ISO 9000 suppliers can use the just in time ethos of industry and provide delivery logistics to do this.

I own ** James  St  Sale
I strongly object to the plans outlined in the school hall 21 June  both the temporary work entrance, though with some modification could be overcome, and the totally unacceptable new parent access gateway in James St.

When will I get the opportunity to register my detailed reasons for my views? If I am understanding your letter of 13 th June this will come after the plans have been submitted to Planning when it is too late for change.
If is June 24th why do I get just 2 days to register detailed points.

To whom it may concern, 
I own ** James Street in Sale, and I am writing to share my objections to the proposed use of James Street for the extension of Temple Moor Infant School as construction access and pedestrian access in the future. 
Some of my main issues are highlighted below:
Construction site for 6 months – we have been told during a meeting at the school that deliveries will be kept to Tuesdays/Thursdays between 10am – 2.30pm. Alternative parking for four cars will apparently be provided on the construction site during these times. This sounds like a plan that could work however my concerns are the sheer logistics of manning these conditions. 
Also, only being allowed to park on one side of the street during these times will cause huge upheaval if all spaces are already filled. Meaning residents, including many who are elderly will not be able to park on the road. 
I am concerned that deliveries will also block entry/ exit to the road when residents need to leave – this already happens most weeks when our bins are being emptied. The proposal of double yellow lines on the corners of James Street to ease the construction and parking situation isn’t suitable as one side is trees and hedges so cannot have lines. I am unsure how this would help as it will push the residents who do already park near the corners further down the road causing less parking for everyone. 
Permanent pedestrian access on site completion – I whole heartedly object to James Street becoming a pedestrian entrance for the school. The street is a very small one-way street and simply cannot uphold the demand of this proposed idea. 
The suggestion of the street becoming a ‘street school’ will be a logistical nightmare! Can you guarantee their will be a member of staff patrolling the street from 3pm to stop parents parking on the road? Surely the staff should be teaching at this time? If it is to be a zero-motorist zone between certain times of pick up and drop offs what will happen to the residents who want to use their vehicles at this time? Or the elderly residents who are picked up by family or taxis? 
I was told during the meeting that then opening of a third entrance it to alleviate the footfall and queuing on Nursery Close and Sycamore Street, so are we to expect queuing by a large volume of Early Years parents with prams when we need to leave in our vehicles for work etc? The two roads already used as entrances both have house with driveways – to want to use a one-way street with on street parking is ludicrous. Why can’t the school stagger opening/ closing times that worked so effectively during covid to alleviate footfall on the two existing entrances? Why are three entrances required for only 270 pupils. Many other schools within the Sale area only have two with the same number of pupils. 
I feel the safety of the residents and the pupils of Temple Moor are not being considered. Entering and exiting James Street is already a dangerous task for motorist and pedestrians and you are suggesting you want your youngest children and their families to be in the middle of this. When leaving James Street, I regularly must reverse back into the road to allow cars from Alice Street to pass due to the double-parking situation on there. Speeding is also an issue as Alice Street is the rat run into the village. Adding more cars and pedestrians to the already dangerous situation is asking for accidents to happen! 
I know you will receive many objections from my neighbours regarding this and I expect all views to be shared and taken seriously with the planning committee. I do not object to the expansion of the school however I strongly object to a permanent pedestrian access for the school on James Street. I will be to taking legal advice on this matter to ensure we know our rights as residents.

I wish to express my concerns at the above proposals for Temple Moor Infant School and the impact it will have on the residents of James/Alice streets with construction traffic using James Street as access to the site.  The traffic coming into James Street has heightened with on-line shopping etc.  Also shoppers/staff at the many shops use it as a car park.  The thought of construction traffic with their heavy loads could damage the block paved road and the spillages from said vehicles would exacerbate the untidiness of the area which is never cleaned because the street cleaners can’t do their job as they can’t get down to do their job because of parked cars.  The increased footfall would also impact on the peace of the residents.

Good Evening,
I am a resident of James Street in Sale. Having reviewed your amended proposals for the project on James Street I still believe that this is a terrible idea.
This project clearly demonstrates a lack of concise planning and it’s obvious that the daily lives of residents on James Street aren’t being seriously considered.
The school has operated perfectly fine with its existing entrances and there is no need to ruin peoples lives to add another entrance.
There is already limited parking spaces for existing residents, with overflow coming in from Alice Street. This will only make things considerably worse. I won’t be able to leave or enter my road during school run hours…
Secondly, the safety of both pupils and residents on this road will be compromised to be the increased traffic and footfall on this already narrow road. We also have an old community on this road who require support to enter and exit their homes.
Thirdly, there is a high probability of damage occurring to property and vehicles during construction due to the narrowness of the road. Several people on this road are prepared to result to legal action if this occurs.
I kindly ask that the people in charge of this reconsider the plans on James Street. Please leave this street alone and let the residents live in peace. The proposals have already caused so much distress to us all.

I am writing to you as a resident of James Street in response to your letter dated 13th June 2022 regarding the proposed expansion of Templemoor Infant and Nursery School, and the proposed traffic management plan.

Firstly, I would like to highlight the fact that I am not objecting to the expansion of the school building, and I understand the need for this (as mentioned in my initial comments online). However, I maintain my objections to the use of James Street as a temporary construction entrance, and a permanent pedestrian entrance once the expansion is complete.

Please see my responses below regarding the proposed measures to alleviate the residents' concerns.
Proposal 1. The Traffic Management Plan proposes a route for construction traffic entering and leaving the site which will be shared with the supply chain.

Response - this does not alleviate any of the residents’ concerns, as the construction traffic will still be entering/leaving the site via James Street, regardless of the route taken prior to entering or upon leaving James Street. James Street is a small road and there is not enough room for construction traffic to move up and down the road; delivery vehicles struggle, whether there are cars parked in the street or not. I have immense concerns regarding the safety of this proposal; we have numerous children living on James Street, along with elderly residents and heavy flow of construction traffic poses a serious risk to life on what is normally a quiet and safe street. Who would be liable for damage to residents' property and/or vehicles caused by construction traffic, or any injuries sustained by residents caused directly by construction vehicles and/or debris?

Proposal 2. Possible restricted parking or cones on James Street to keep access clear for delivery vehicles.

Response - this is not a reasonable solution as you have failed to consider the requirement for residents to park their vehicles on the road at all times. There are several residents with infants and young children, and they need to park on the road so that they can safely get their children in and out of the car. Furthermore, elderly residents cannot be expected to walk to access taxis and/or their vehicles. Why should access for construction/delivery vehicles take priority over the needs and safety of James Street residents? I also do not feel that cones will deter parents from parking on the road during pick-up/drop-off times; cones are easily moved.

Proposal 3. an area for James Street residents to park on school grounds, when needed, during the construction period.

Response - I do not accept this as a reasonable solution. Many residents, including myself, may be unable to walk such a distance due to health concerns, especially when carrying work equipment such as laptops, bags, and other belongings. Furthermore, as already mentioned, there are several infants and young children living on James Street and it cannot be expected that their parents should have to carry them in their car seats to and from the school grounds. In addition, the school grounds are also not well lit at night, and I would not feel safe as a lone female making this trip alone during the winter months when it is dark, thus presenting further serious safety concerns (the initial letter stated that the work would commence in January 2023, in the middle of winter). Further concerns are raised regarding the terrain and the risks of falls etc. on the school property, especially during the winter months and when carrying work equipment/bags/belongings. Who would be liable for injuries sustained on the school property?

Proposal 4. Temporary double yellow lines on the corners of Alice Street and James Street to enable safe cornering of large vehicles during the construction period.

Response - I do not feel that double yellow lines will deter cars from parking on the corners of Alice Street and James Street as proposed on the map you have provided. I have attached photographs taken at the junction of Alice Street and Temple Road; please note cars parked on the double lines on several dates as per the time stamps. Parking is very limited in the area, with many non-residents parking on Alice Street and James Street when they visit the shops in Sale Moor village. The corner of James Street where you have proposed the yellow lines is also an area of vegetation including a tree, which projects outwards into the road from the footpath; this area therefore does not allow adequate room for 'cornering' with or without double yellow lines.

Please note my response to the proposal of a solution to residents' concerns regarding the use of James Street as a permanent pedestrian entrance on completion of the expansion

Proposal - the possible solution to address concerns about this could be the designation of a School Street which would mean a temporary restriction on motorised traffic on James Street so that parents cannot park or drive up to the gates at drop off and pick up times.

Response - residents should be able to access the street at all times during the day, therefore, I do not accept the restriction of motorised traffic on James Street during pick-up and drop-off times as a reasonable solution to residents' concerns. Furthermore, delivery vehicles cannot be restricted from accessing the road during such times, as this would cause significant inconvenience to residents and potentially incur redelivery costs. You have failed to consider the use of James Street for parking during parent’s evenings, school plays/functions, sports days etc. Would someone be monitoring the street during pick-up and drop-off times to prevent motorised traffic? Would vehicles parked in the street during such times be ticketed? Would you expect residents to move their car during these times? Furthermore, this proposed solution does not address my concerns previously voiced regarding the congregation of pedestrians in James Street at pick-up and drop-off times; there is simply not adequate foot path to allow parents/children to wait during pick-up and drop-off times, presenting a further risk to life with pedestrians in the road. Measures cannot be taken to build a pedestrian area at the end of James Street in front of the proposed school gate, as this would obstruct three driveways (private property).
 
Further comments:
• You have not responded to the residents' concerns regarding the reduction in value of properties in James Street secondary to the proposed plans
• You have not made the consultations accessible for elderly residents who do not have access to the internet or an email account.

I hope you will seriously consider all the above points. Again, I do not object to the expansion of the school building, however, I do not see the requirement for a third entrance to the school and I believe I have demonstrated that this is not a safe proposal. I will use everything in my power to object to the use of James Street as a construction entrance during the expansion of the school, and the opening of a permanent pedestrian entrance. I plan to seek legal advice on the matter if required.

2. Will works people be allowed in?
3. Why can the emergency gate at end of James St not be replaced at end of building and parents use the 2 gates already available to used for entrance and egress, most schools have 1 entrance not 3.
4. This is a quite road with young children and elderly and infirm residents.
5. Delivery vans are already a common use of the road.
6. The gate at the end was sold to use as emergency entrance not a routine right of way.

I am the resident from ** James Street, M33 *** and I am writing to express my objection to the proposed new school entrance at the end of James Street, Sale Moor.
I have listed my reasons for this below:

- The construction phase and the use of James Street as an entrance to the site will cause numerous problems for us as residents. Potential damage to cars from large construction vehicles. High traffic volume down a very small street. Parking issues which will not be resolved by simply offering alternative parking in nearby locations. I have a ** week old baby who will still be very young when this potentially starts, I need to be able to park outside of my house so I can get in/out with the pram and easily to the car. It will be impossible to carry shopping and a pram even further away than this.
- The school entrance will mean more traffic and footfall down the narrow street. Yellow lines and/or cones will not deter parents from parking here.
- One of the reasons we moved to this street was the fact there is no through traffic and very little footfall. This will all change if the entrance is placed at the end of the street.

This is just a brief overview of why I oppose to the new entrance on the street. All in all I do not think the entrance here is a necessity and it will cause more issues than benefits for us as residents. I would hope trafford council will take resident objections very seriously about things like this.

I attended the drop in session at Temple Moor School on Tuesday 21 June, thank you for giving us the opportunity to have our say.
Whilst we were talked through the plans, the discussion did very little to alleviate our concerns.
Construction entrance concerns email as follows:
• Safety and practicality - the ability to get even medium sized trucks down the narrow roads of Hampson, Alice Street and James Street, and given the low visibility corners. We can provide photos of the bin truck and some delivery trucks struggling to get down the street.
• You mentioned temporary double yellow lines would be in place on the street corners but non-residents park on them anyway. Will this be monitored and by who?
• Having just four spaces for residents to park on when nearly all of us have cars is not sufficient, plus the inconvenience of having to move our cars at 10am and then move them back at 2pm when at home. 
• Some of the residents of James street have mobility issues or have young children, they have the right to be able to park outside of their house.
• If having to park at the school, how will our cars be secured at all times?
• You mentioned that construction vehicles would only pass down the road between 10am and 2pm – I have worked on a construction project and I know that even the most well organised projects do not run like clockwork all the time.
• Flow of traffic - why is James Street, as one of the narrowest roads in Sale Moor being used for an in and out construction route? Have you considered using sycamore street? Nearer the motorway – less dangerous and then staggering drop off time for parents at Nursery close.
• How are you going to compensate residents for the massive inconvenience during the works? 
 
Making James Street a permanent school entrance
Again, we are very much opposed to this happening once construction is complete for all the reasons I have mentioned previously.
• Would the designation of school street stop me and my friends and family from accessing the road at all times?
• How will a school street be policed? Would there be cameras or a warden to ensure it was enforced? 
• There are two perfectly good entrances to the school. Why are you not planning to stagger drop off and pick off like you did during Covid?
• Can you not make better use of the two very close proximity public car parks in sale moor?
• Whilst the longer term proposal is for pedestrian access, parents are guaranteed to park on the street and sit and wait in their cars (even parking permits for residents won’t get around this). This will cause congestion and annoyance for the residents of James Street and Alice Street who already struggle to find a parking space when everyone is home. We know that this won’t only be limited to school hours but all of the evening and weekend activities hosted at the school such as school trips and parents evenings.
• The noise and disruption that both the construction works and the increased volume of traffic and parents/ children congregating on our street is causing great concern. We chose to live on James Street as it is a safe, peaceful and quiet street. I would not have bought the house in 2017 had I know it was going to be used as an entrance to the school. 
• We do not want parents standing around our street waiting for their children, queuing when the gates are not open.
• Privacy and security is another big concern for us all. We do not have front gardens and with such a narrow pavement people would be walking directly past our windows – a huge intrusion of privacy on what is currently a quiet street with low footfall.
• I mentioned at the meeting that opening our street as a permanent entrance would adversely impact our house prices. One of the team said ‘that’s not generally something planners think about’ - which is exactly the reason we are upset. Our street will go from being one of the most desirable quiet terrace streets to being somewhere people would actively avoid living on. 
Again, please can you confirm that all of the residents on James Street and the neighbouring streets will be contacted about this and given an opportunity to have their say. Five of the houses on James Street are occupied by people without email addresses, some have limited mobility which meant they were unable to attend the meeting. They are also opposed to the proposals and I would like to know that they will be given a simple way to share their views i.e. a printed letter with a tick box for example.

Noted, unfortunately the effect on the value of properties in the area is not a planning consideration by the local planning authority; an objection must be based on valid planning ground.

I am writing to you as a resident of James Street, in response to your letter dated 13th June 2022 regarding the proposed expansion of Templemoor Infant and Nursery School, and the proposed traffic management plan.
 
I would like to highlight I have no objection whatsoever for the expansion of the school and understand the need and benefit for this.
 
Please see my responses below regarding the proposed measures to alleviate the residents' concerns.
 
Proposal 1-3
After attending the meeting and listening to the actions to be put  in place  I do feel rest assured if the residents work together with the site manager/ banks man they are a viable option and solution. On the other hand as long as the residents are advised of any changes and notified in a timely manner. I feel a good relationship is going to need to be made in order for the smooth running of the construction. 

Proposal 4. Temporary double yellow lines on the corners of Alice Street and James Street to enable safe cornering of large vehicles during the construction period.
 
Response - I do feel that double yellow lines on the corners of Alice Street and James Street as proposed would be ideal as a permanent solution. You do take life in your own hands at times coming out of James Street as people park on the ends. This causes difficulty to see when exiting this end of James street, vehicles also park on the hump which causes issues. All of which is not actually the residents of James but the residents of Alice Street. The other issue is shop keepers/ workers using Alice Street during trading hours causing parking issues resulting in Alice Street residents parking on James street for days on end.

The school already has two entrance points and the need for a 3rd I do not feel is a viable option. As discussed could staggered start/ finish times not be re introduced as they were during covid to elevate the increase of the footfall.
 
Proposal - the possible solution to address concerns about this could be the designation of a School Street which would mean a temporary restriction on motorised traffic on James Street so that parents cannot park or drive up to the gates at drop off and pick up times.

In regards to the comment made at the meeting regarding pedestrian access via James Street 25 years ago. This information is simply incorrect and not true. The only access before the fence was installed was for the emergency services and the gardeners. The street is not an adequate foot path to allow parents/children to wait during pick-up and drop-off times, presenting a further risk to life with pedestrians in the road. Measures cannot be taken to build a pedestrian area at the end of James Street in front of the proposed school gate, as this would obstruct three driveways (private property). In which to turn around one of the driveways is used as the street is too narrow to turn around when full with cars.

Finally I would like to reinforce I do not have an issue with the school expansion. I do hope our objections as a collective of James Street are considered and addressed accordingly. Please find attached a few pictures of issues on the street.

1. We are the owners of ** James St, Sale
2. We are totally opposed to the plan to construct a permanent pedestrian entrance from the top of James St
3. There is no demand for a new access here. It will only serve pupils from James St and a small number of houses around James St/ Alice St junction. Even allowing a very generous ratio of one child per five houses only a very few pupils/parents would need it. At the moment NO pupil attends it from my side of James St. All other homes except these are close to other school entrances.
4. The headteacher indicated that of completed all parents and pupils at the 3 nursery classes to a new entrance thus increasing footfall. This would mean that the children in the catchment area around Broad Rd and even Dane Rd would use it. Will they walk? Of course NOT!
5. They will turn to their cars, especially in inclement weather. Where will they park?
6. James St/ Alice St/ Sycamore & Hampson Street already have two side parking 24/7. Parents will park anywhere even down the middle of the road (James St) causing gridlock. I have seen it happen – absolute chaos.
7. Any increase in traffic will largely have to use top end of James St as an exit. Is this a good idea? You (the council) have already proposed shutting off this in the pedestrianisation of Sale Moor Centre in the Regeneration Plan for Sale Moor – is this good planning. The officials at the meeting did not know of the plan – that’s Trafford Council organisation.
8. Making James St a ‘School street’ will not work – parents in a hurry will totally ignore it.
9. Making James St resident parking will not work you would expect residents to pay for a problem caused by you (Trafford Council)
10. With regards to the exact location of the permanent entrance where exactly will it be located and what size will it take.
11. Where will the parent gathering area for parents collecting children be? Remember there is no pavement there at the end of the street. Are you going to build a new pavement the and take the gathering area well away from my front door and front room window. NB we do not have any garden at all.
12. It was states that it was to be used as an emergency exit. Were the ‘fire and rescue’ services consulted? You provide no evidence for this

Can cope with temporary access for the short time involved:
1. Provided it is as far away from our front door as possible (other side of our frontage house gardens)
2. The parking area at the side of no 38 to be set/taken away from the gable end
3. Opening and closing times of the gates of temporary access
4. Parking area (temp) never used by parents delivering children to school
5. If fore and rescue authorities demand a new emergency exit we will listen to their suggestion – we reserve the right to comment on them
DON’T BUILD A PEDESTRIAN ACCESS – NOT needed, waste of money, cause PROBLEMS, make extra demands on the school staff, high maintenance costs, supervision, litter/noise etc

Any work to install traffic calming measures would need to be carried out by the highways department and unfortunately falls outside the scope of works for the proposed extension • Further to initial comments following the public consultation on 17th, we have had additional consultation meetings with Highways. • Re. Resident Parking Permits: It is worth noting: • This has a cost implication for the Council & also for the residents. • Local ward councillors indicated a ‘door knock’ survey was carried out a few years ago – some supported it but some did not (mainly due to the cost some residents didn’t have a car, some didn’t want their visitors to pay etc.) • Nb. the consultation period required as part of the permit application process is approx 12months • Trafford would need to evaluate as to whether the cost of the permits (carrying out the consultation process etc) can be justified in relation to the development (in this case a 2no. classroom extension.) • A temporary Residents’ parking permit is not a standard procedure. • Re. Staggered pick up/drop off: Although this did work well during Covid, the increase in pupil numbers will make it more difficult to manage successfully. • Please see: Conlon Construction Management Plan 1055 submitted with the planning application

The reason I'm against the expansion, is because of the impact of additional parking on Temple Road and the existing side streets.  It is very difficult at school opening and closing times to enter or exit from the side streets due to the double parking on Temple Road. With the additional intake, this will increase.  One solution maybe to restrict the parking on one side of Temple Road with the introduction of double yellow lines. Without this I'm concerned that there maybe a fatal accident.

Really concerned about the new EYFS and nursery area. The nursery space is very small vs what they have now. As a parent who has benefitted from their child going to the nursery, it's a lovely space to get children used to a busier school-like setting. To have so many young children in such a reduced space would be a real shame.

I am also concerned about the reception classrooms. They look small and box like (although I can't see any measurements on the existing space to make a comparison). There is also no opportunity for the classes to be together. At the moment I understand that my child is with children from the other class in reception quite often and benefits from the open classroom layout. This removes this benefit so I'd also like to understand what is going to be done to ensure the social aspect remains.

I believe from the drawings trees are being removed. What is being done to mitigate this?

Finally, as someone who often walks across James St/Alice St, it is very narrow with cars parked both sides of the road. How is this a viable option for large construction vehicles? I've seen delivery lorries struggling along this street previously.

Although the new classrooms will have a reduced area than some of the existing classrooms, the spaces will be designed to the latest standards (re. ventilation, artificial lighting, daylighting, insulation etc ) so will be a more conducive learning environment for the children. • It is also worth noting that Trafford have included additional spaces in the accommodation schedule which are over and above the DfE requirements, to facilitate the way the School would like to teach and to further improve the overall school environment. • The School have requested that the opening between the new Reception classes be closed off. This will provide a less busy and calmer environment for the children to learn in, which will have a positive impact on their education. This will also provide more wall space for display. • Children will still have ready access to the outdoor area, which will be shared between the three reception classes during outdoor play, ensuring that the social aspects between each Reception class remains

 

As some trees will need to be removed to physically facilitate building the extension, the proposal is to replace them on a 2-for-1 basis (in line with Trafford Council’s Policy). The specification will be developed further at a later date but will encourage biodiversity and seasonal change to enrich the learning environment and local area.

My main concern is the impact that the increased pupil numbers will have on traffic at drop off and pick up times. It regularly feels unsafe on Temple Road and by widening the catchment area more children will travel to and from school in the car.

We appreciate that additional traffic associated with school expansions are a concern to local residents. • The consultation on 17th May was an initial feedback session prior to a formal submission being made. • The application submission package includes a traffic report and traffic plan. The findings from this will both be considered and implemented where reasonable to minimise the potential disruption caused by extra pupils who will be attending the school. • The school will be required to update their Travel Plan which is designed to reduce car journeys and promote active travel. • The school completed a survey with the children to identify how they travel to school. 75% of the children generally arrive at school on foot, bike or scooter. The school will regularly monitor the situation and aim to work to increase this number further. • Safeguarding of the children & public is of paramount importance for the School and Trafford Council. • The School will endeavour to maintain pressure on parents to park responsibly and for deliveries to be made outside peak times. The latter is often out of their control however. • Any work to install traffic calming measures for example, would need to be carried out by the highways department and unfortunately falls outside the scope of works for the proposed extension. • An alternative entrance has been proposed to alleviate the pressures on Nursery Close.

Agree with expansion to the school but don’t think that the access during the build have been thought through enough.
The parking on the bottom end of James Street and Alice Street crossroads during the day is ridiculous. Cars park right up to all corners you take your life in your hands trying to see both ways and some motorist use Alice Street as a race track. The parking is due to a lot of shop keepers and workers not wanting to pay for parking at the 3 car parks in Sale Moor this has a knock on effect of people living on Alice Street and surrounding Streets parking at the bottom of James Street then the actual residents of James Street are unable to park. The normal delivery drivers for the shops have trouble getting round the one way street. Posts knocked over trees pulled out and cars damaged. What will the increase in traffic from contractors do to this part of James Street???
Regarding the foot access to the school can you guarantee that again parents will not use this road for picking up with there cars. No you can’t. I’ve been a parent, childminder and now a grandparent at this school for 40 years and even though parents are asked not to use Nursery close to access the school with a vehicle you still get the chosen few that think they are exempt.
Also if I lived at the house at the end of James Street I wouldn’t want people passing my immediate front door as there is no garden in front of these houses so parents would be literally outside your front door and window. When the gates are not open they would be queuing right outside your front room window. It was bad enough during covid when we had to queue to go in down Nursery Close and they have front gardens.

I am in principle in agreement to extending the school as appreciate the need for places but my concern is that the plans seem to massively reduce the nursery provision. Is the nursery in take reduced as finding childcare for this age group is expensive at private facilities. The nursery has always been a good asset for the school and the area. Also I feel these plans are coming too soon following the pandemic. My son is in reception and this year group has been impacted by the disruption over the last few years hugely, this would be a lot more disruption for the same children.

We understand that education for all children has been disrupted during the pandemic. • Trafford Council has a duty to provide school places for every child resident within the borough. This duty has been met by expanding a number of Primary Schools across the borough to meet local demand. Altrincham and Sale experience the greatest demand within Trafford, therefore, Trafford Council are now publishing a proposal for the physical expansion of Templemoor. • Conlon Construction Ltd. are very experienced at working on live school sites and will work hard to minimise disruption by programming internal works during the school holidays. • The expansion will improve the learning experience for pupils. • School will endeavour to ensure that consideration is given to the welfare of all of pupils, both new and existing. • A phasing and decant strategy will be developed with the School and Trafford Council to mitigate, as much as reasonably possible, the level of disruption to the school operation over the course of works. • Site and construction traffic will be carefully managed by Conlon Construction to minimise the disruption caused. Measures will include no deliveries to site during drop off and pick up times; a Banksman to manage any site traffic and a delivery plan to ensure traffic is not waiting near to site before they are allowed to enter and deliver materials

We oppose to the new entrance being situated at the end of James Street. We live at number ** James Street and the new entrance will have a huge negative impact for us as residents. It will devalue the house, cause a build up of cars during pick up/drop off/school events - it is already a small narrow street. One of the factors for us moving here was how quiet the street is and there being no through traffic. This will not be the case if the entrance is located at the end of the road.
We do not want site vehicles using the street as an entrance either.

I do not mind the expansion of the school building, however, I oppose to the proposed pedestrian entrance at the end of James Street and the use of James Street as an entrance for the construction workers/vehicles during the expansion.

I live in James Street (number **) and I do not think this has been well thought through. Please see me points below with reference to the temporary construction entrance and pedestrian entrance:

Construction Entrance
- The road is simply not wide enough to allow large construction vehicles to safely pass through
- There is significant risk of damage to resident's vehicles by the passing construction traffic/workers and debris in the road left behind by the construction vehicles such as nails
- The turning into James Street is very narrow and it is difficult for small cars, so there is no way a construction vehicle will be able to turn into the road without causing damage to the pavement/any vehicles parked near the entrance

Pedestrian Entrance
- I struggle to see the need for a third entrance, when there are already two pedestrian entrances to the school
- Parents (and children) will congregate in the road at pick-up and drop-off times which poses a risk to life as this is a road and there is no adequate footpath to safely accommodate them
- The pavements are not wide enough to allow the significant increase in foot-fall up and down the road which this new pedestrian entrance would bring, and there is not adequate room for pushchairs, wheelchairs etc. to move up and down the road
- The narrow pavements and increased foot-fall pose a risk of damage to resident's vehicles
- The road is not currently permit parking; if it were to become permitted for residents I do not feel this will deter parents from parking on the road for 5-10 minutes when they are dropping off/collecting their children from school (permit parking will not offer a solution)
- Parents will park on James Street for parents evenings, sports days, appointments, school functions, plays etc. when there is already limited parking the residents
- There is no turning space at the end of James Street as the road is not wide enough to allow this; vehicles have to reverse out of the road and this poses a risk to life with increased foot-fall of parents and children in the road
- I would not have bought our property in 2020 if I knew a pedestrian entrance might open at the end of the road; I feel such an entrance will reduce the value of our property and deter potential buyers.

Again, I am not opposed to the expansion of the school building, however, please consider the significant risks posed by introducing a temporary construction entrance on James Street, and a permanent pedestrian entrance upon completion of the expansion.

While I do support expansion of Templemoor, and of Moorlands, I have great concern about the traffic on Temple Road and the impact of a 50% increase in pupil numbers. This is worsened by the impact of the expansion at Moorlands leading to an even greater increase in traffic along an already congested road which requires many families to walk between the 2 schools for drop off and pick up due to having children in both settings.

The application submission package includes a traffic report and traffic plan. The findings from this will both be considered and implemented where reasonable to minimise the potential disruption caused by extra pupils who will be attending the school. • The school will be required to update their Travel Plan which is designed to reduce car journeys and promote active travel. • The school completed a survey with the children to identify how they travel to school. 75% of the children generally arrive at school on foot, bike or scooter. The school will regularly monitor the situation and aim to work to increase this number further. • Safeguarding of the children & public is of paramount importance for the School and Trafford Council. • The School will endeavour to maintain pressure on parents to park responsibly and for deliveries to be made outside peak times. The latter is often out of their control however. • Any work to install traffic calming measures for example, would need to be carried out by the highways department and unfortunately falls outside the scope of works for the proposed extension. • An alternative entrance has been proposed to alleviate the pressures on Nursery Close.

As a resident of James St, I have huge concerns regarding the pedestrian access plans for Templemoor School via James St.

Parking on both James St and Alice St is already extremely difficult. Opening another entrance to the school (which already had two access points) will cause additional cars to park on James St. This will also cause congestion when exiting and entering the one way St.

I am concerned about dangerous parking and dangerous driving. Trying to leave the junction of James St onto Alice St is already very dangerous. With the double parking on Alice St cars regularly have to reverse down the St to let others through. This is dangerous for both drivers and pedestrians.  Additional traffic will obviously impact on this problem massively.

I strongly object to James St becoming access for the school.

Further to comments made following the public consultation on 17.5.22 and on the set of drawings published online, a further public consultation was organised for residents on Alice Street and James Street on 21.6.22 • Pedestrian access following completion, has been proposed here to alleviate the pedestrian traffic and safety pressures on Nursery Close (less pupils per entrance). • James Street entrance will be mainly for the Early Years classes. • The school completed a survey with the children to identify how they travel to school. 75% of the children generally arrive at school on foot, bike or scooter. The school will regularly monitor the situation and aim to work to increase this number further. • The School will be updating their Travel Plan as part of the Planning process • Highways have indicated that an agreement to a ‘School Street’ would be needed to support the pedestrian access on James Street. This will restrict the cars on James Street to residents access only. Nb. this would have cost implications for the School & Trafford’s Capital Projects re. signage & management (of physical barriers & enforcement). The details of the management strategy would need to be agreed depending on the budget allocated for the scheme by the council and the specifics on that particular street but this would enforce the temporary restriction. This will inevitably put additional pressure on School budgets & resources. • Trafford are in discussions re. the use of Warrener Street car park. • We note residents’ comment that there is already an issue with non residents parking on James St. • The location of the new gate is indicated on the plans. It is proposed that this be 1200mm to accommodate a double buggy &/or wheelchair. Even though this takes up recreation area, the entrance gate has been positioned within the site boundary. This will enable a safety barrier will be installed to stop children running out into the road. • This entrance gate will be open a few minutes before collection/drop off times (as with the other entrances). We understand that this usually helps alleviate queues forming. It is not possible to open the gates earlier for safeguarding reasons. We have to be cognisant of not reducing the childrens’ recreation area to accommodate waiting areas. • Parents waiting areas will be within & away from the site boundary (either on the astro turf area or to the right hand side of the EYFS visitor entrance.) • As noted by Cllr ***, the schools fire evacuation plan sends staff and pupils to the field behind the school, if there was a fire they would be trapped on the field (as you need to get round the building to get out of the site from Nursery Close.) A gate at James St would therefore provide an alternative means of escape in the event of a fire blocking access to Nursery Close.

I am very pleased to hear that the school is expanding. Unfortunately as a resident I do not feel having a 3rd entrance to the school via James Street is a viable option. This will create a lot of foot traffic plus the possibility of cars to a very small cramped street as is. It is difficult to see/get out of the road on to Alice street with cars parked over the hump at the end and on the corner of James/ Alice street. We currently have the issue of residents off Alice street parking for days on James street. This causes issue when the residents of James street have visitors. This will create wear and tear on the road will this been maintained and managed by the council? Could the entrance be an issue for residents renting or selling houses down the street in the future? One entrance was used during lockdown for access in and out of the school and with the second one now open I don’t feel the need for a 3rd.

I am writing this on behalf of myself and a number of my elderly neighbours of James Street who do not have online access.

Whilst we understand the desire to expand the school, we strongly oppose the opening of James Street as a temporary construction entrance and then a permanent pedestrian entrance once complete.

I would firstly like to express our annoyance at the fact this aspect of the proposal was not mentioned in the letter that was posted to the residents of James Street. No one was therefore alerted to the potential impact on our street and as a result did not attend the meeting on 17 May to share our concerns. Such a significant change should have been clearly called out in the letter, unless of course the desire was for it to go under the radar.

The proposal to open a third entrance when there are already two perfectly accessible ones is entirely unnecessary, and sadly, already causing a great deal of distress for the residents of James Street (some of which have lived here for over 50 years), for a number of reasons as outlined below:

- James Street is one of the smallest streets in Sale Moor, with a narrow road that has absolutely no space for manoeuvring, limited space for resident parking, narrow pavements, and located at a congested junction with Alice Street that has extremely poor visibility when turning in or out of the road.
- Logistically, it would not be possible to get construction vans/ trucks safely down the street without risking causing damage to residents’ parked cars or even worse an injury/accident. The corner is too tight to turn onto and the street is too narrow. 
- There is no turning space on the road so people have to reverse down the street to get out. With an increase in vehicles, pedestrians and children this poses a serious risk of accidents and a threat to life.
- Whilst the longer term proposal is for pedestrian access, parents are guaranteed to park on the street and sit and wait in their cars (even parking permits for residents won’t get around this). This will cause congestion and annoyance for the residents of James Street and Alice Street who already struggle to find a parking space when everyone is home. We know that this won’t only be limited to school hours but all of the evening and weekend activities hosted at the school such as school trips and parents evenings.
- The noise and disruption that both the construction works and the increased volume of traffic and parents/ children congregating on our street is causing great concern. We chose to live on James Street as it is a safe, peaceful and quiet street. I would not have bought the house in 2017 had I know it was going to be used as an entrance to the school.
- The value of our houses is also a huge concern, I have sought advice from an Estate Agent who suggested that the value would likely decrease considerably should James Street be made into a school entrance. They also suggested it would deter potential buyers. Has financial compensation for this loss in house value been factored into the planning?
- Privacy and security is another big concern for us all. We do not have front gardens and with such a narrow pavement people would be walking directly past our windows day in, day out – a huge invasion of privacy on what is currently a quiet street with low footfall.
- Has this letter gone to the residents of Alice Street? I am sure they would also oppose the increase in vehicle and people traffic on what is already a congested and busy residential street.

As mentioned, we appreciate the desire to make improvements to the school, however this aspect of the proposal is causing great distress to the residents of James Street. It is certainly not the ‘exciting time’ referenced in the letter. It is actually extremely upsetting, particularly for people who have enjoyed living here for most of their lives, and nonsensical when there are two perfectly accessible entrances to the school already. I’m not sure what benefit it will bring except saving some of the parents of Trafford a couple of extra minutes walking time!

The proposed pedestrian entrance on James street is absolute madness! I’m strongly against this and I think it’s a terrible idea.

I’m willing to challenge this with everything possible to prevent the development on James Street.

Please see my points below:

- James Street is the smallest street on Sale Moor. Myself and the other residents park here (and it’s already full). With the additional of a school entrance we will be unable to even access our road and park between school-run hours. You will literally be denying us access to our own homes.

- Logistically, due to the narrow nature of the road there is high risk of property and car damage during construction and this will lead to legal action from residents.

- There is very limited turning space and both Alice Street and James Street are already highly congested. Trucks and vans already struggle to get in and out and it creates a high risk environment for the people living or walking on this road.

- There are already perfectly fine entrances to the school and this is going to cause unnecessary problems for citizens and add additional costs and protests for construction. You will be guaranteed protests.

- Property value. I have just purchased this property 12 months ago and my estate agent has since said a school entrance will significantly damage the value of my home.

- Privacy and security is at risk. We do not have front gardens and everything will be very loud throughout the day.

I strongly insist that this project is not carried out on James street. It would be madness and you are guaranteed difficulties both logistically and from people living here and on Alice Street.

I am writing this on behalf of myself and a number of my elderly neighbours of James Street who do not have access to email/ this survey.
Whilst we understand the desire to expand the school, we strongly oppose the opening of James Street as a temporary construction entrance and then a permanent pedestrian entrance once complete.
We would firstly like to express our annoyance at the fact this aspect of the proposal was not mentioned in the letter that was posted to the residents of James Street. No one was therefore alerted to the potential impact on our street and as a result did not attend the meeting on 17 May to share our concerns. Such a significant change should have been clearly called out in the letter, or at the very least direct us to a web address with the full information on, unless of course the desire was for it to go under the radar.
The proposal to open a third entrance when there are already two perfectly accessible ones is entirely unnecessary, and sadly, already causing a great deal of distress for the residents of James Street (some of which have lived here for over 50 years), for a number of reasons as outlined below:
• James Street is one of the smallest streets in Sale Moor, with a narrow road that has absolutely no space for manoeuvring, limited space for resident parking, narrow pavements, and located at a congested junction with Alice Street that has extremely poor visibility when turning in or out of the road.
• Logistically, it would not be possible to get construction vans/ trucks safely down the street without risking causing damage to residents’ parked cars or even worse an injury/accident. The corner is too tight to turn onto and the street is too narrow.
• There is no turning space on the road so people have to reverse down the street to get out. With an increase in vehicles, pedestrians and children this poses a serious risk of accidents and a threat to life.
• Whilst the longer term proposal is for pedestrian access, parents are guaranteed to park on the street and sit and wait in their cars (even parking permits for residents won’t get around this). This will cause congestion and annoyance for the residents of James Street and Alice Street who already struggle to find a parking space when everyone is home. We know that this won’t only be limited to school hours but all of the evening and weekend activities hosted at the school such as school trips and parents evenings.

We understand that this usually helps alleviate queues forming. It is not possible to open the gates earlier for safeguarding reasons. We have to be cognisant of not reducing the childrens’ recreation area to accommodate waiting areas. • Parents waiting areas will be within & away from the site boundary (either on the astro turf area or to the right hand side of the EYFS visitor entrance.) • As noted by Cllr ***, the schools fire evacuation plan sends staff and pupils to the field behind the school, if there was a fire they would be trapped on the field (as you need to get round the building to get out of the site from Nursery Close.) Firstly this would devalue the house.

Already small narrow street, would inevitably cause more traffic on road/surrounding areas. It can already be difficult to get off road if there is more than one car trying to come up/down street.

Have a young child and pets that is why we picked a quiet street with no through traffic. Would not be happy with this changing.

Moved to the property due to location and it being a cul-de-sac. Do not want any additional traffic or people walking past.

Construction vehicles usually leave rubble/nails etc on road, leading to issues with our cars/tyres (punctures).

Concerns as a parent:

1-Reduction in space for current pupils is detrimental to a learning environment.
Although additional classrooms and service spaces are being created, the overall sqm of space per pupil is being significantly reduced. This will have a detrimental impact on spaces to move safely around the school; reduced opportunities to access wider facilities such as the hall, toilets, canteen. Expansion may be serving Trafford's needs but is not serving the needs of the pupils.

2-Is there actually an additional need?
No new estates have been built in the catchment and it is unlikely to happen. The birth rate in this part of Trafford has been decreasing. Recent admissions into Reception reflect that overall demand is reducing and children are being accepted from much lower in the admissions criteria. Demand may be increasing overall in Trafford but not in this area. The whole nature of the school will change if the pupils from the wider Trafford area are being given places at Templemoor to ensure places are not vacant: this would not be fair to the child and completely change the local community nature of Templemoor Infant School. I have to question why Trafford is expanding Templemoor Infants rather than looking to other areas with growing conurbations?

3-Concern over a shared Nursery/Reception play area.
Children entering Nursery are physically and emotionally very different to Reception children. Is it not suitable for them to share space such a the bike track. Accidents will occur more frequently and access to outdoor provision will be compromised as a result. The covered outdoor areas have also been significantly reduced. In the climate of Manchester, this will have an effect on the access to outdoor provision. 

Concern as a Resident:
1-Additional parking needed.
Although additional parking for four cars has been acknowledged in the plan, this does not adequately absorb the additional traffic.  Parking on a week day already sees Temple Road filled with staff members cars and often Nursery close. Additional pupils means additional lunchtime staff, cleaning staff, teaching assistants and teaching staff all of whom need to park near their place of work.

2-Additional traffic in an already congested road space.
Temple Road is already extremely dangerous in the mornings. An additional 90 pupils, in whatever capacity they travel to school, would put pressure on the immediate road network. Previously I expressed my concerns over pupils gaining admission to the school from a greater distance thereby needing to be driven. The combined effect which would exacerbate the already strained situation.

2-Additional building, facilities and hard surfacing's impact on drainage
As a resident I am concerned that the additional need of the children in regards to water, the additional buildings and hard surfaces will have an impact on the main drains that run down Nursery Close. Has there been a consideration for the increased volumes of water?

Trafford Council has a duty to provide school places for every child resident within the borough. This duty has been met by expanding a number of Primary Schools across the borough to meet local demand. Altrincham and Sale experience the greatest demand within Trafford, therefore, Trafford Council are now publishing a proposal for the physical expansion of Templemoor Infant and Nursery School to move the admission number from 60 (2 forms of entry) to 90 (3 forms of entry). Templemoor Infant and Nursery School has been selected for expansion because it is an outstanding school, is centrally placed within the Sale East area and has good public transport routes. There is also a proposal for the physical expansion of Moorlands Junior School, which the pupils at Templemoor Infant and Nursery School progress through to for the junior phase of their education. The proposed expansion at Templemoor Infant School would include the reconfiguration of the school entrance and hall extension as well as 2 additional classrooms to create an Early Years Foundation Stage (EYFS) block which will enhance the curriculum opportunities. The school currently admits 2 forms of entry (60 pupils) in each year group, 180 pupils in total, plus the Nursery with 26 full time or 52 part time places. The plan is to expand the school by 1FE to 3 FE or 90 pupils in each year group, 270 pupils in total, but the Nursery will remain at 26 places. Although future reception cohorts are expected to remain relatively static, there is a significant impact from inbound migration as the cohort progresses through the primary phase. There are currently 3 vacancies in reception year but no vacancies in any other year group in the Sale East planning area, with 89 places allocated over the published admission number. An additional 44 pupils in total are expected from new housing developments in Sale within next 5 years which equates to an additional 0.2 FE

 

The spaces provided are in line with the Department for Education (DfE) recommended areas. These areas take into account ergonomics, inclusive accessibility, furniture, safe and required circulation requirements. • As with all schools, the allocated budget is based on these DfE recommended areas. Recent inflation rates and substantial material prices have put increased the pressures on the budget. • Although the new classrooms will have a reduced area than some of the existing classrooms, the spaces will be designed to the latest standards (re. ventilation, artificial lighting, daylighting, insulation etc ) so will be a more conducive learning environment for the children. • It is also worth noting that Trafford have included additional spaces in the accommodation schedule which are over and above the DfE requirements, to facilitate the way the School would like to teach and to further improve the overall school environment. • The School have requested that the opening between the new Reception classes be closed off. My name is ******** I am resident at ** temple road a key house on ***** temple road and nursery close. I have just found out from my neighbour who was provided with a letter that the school is to have a planned extension.

First could I ask that all houses in the local area should have got this letter especially a key property like mine. I have not had a letter I would appreciate being keeping in the loop for future such letters.

Im am horrified to learn of this extension to the school in many levels please see below.

1, the road around the school are not designed for this much traffic. Is there not another access that can be built to the school.
2, parking most children are dropped off at school by car even with them being from such a small catchment area the volume of cars will be crazy
3, parking on double lines on junctions is a constant problem.
4, parking across drives, I am constantly out asking people to not park over my drive.
5, deliveries / bins start at 5 am , then you have drop off of kids from 7.30 till collecting from 3 till 6pm we get no let up.
6, the school does nothing to help or stop parents parking I never see any Marshalls etc , we have had the odd PCSO but that it
7, school busses parking on double yellows and across my drive
8 I have to select when I can leave or go back to my property when its school in for out time due to the volume of cars, and then not guaranteed to get on my drive.
9 the school does nothing to keep the local houses informed of activities, which now go on 7 days a week. Kids party , sports events etc
10 the noise of cars banging from 7.30 am , kids screaming , and even staff gathering talking on their way in is not acceptable

I have lived at my property over 9 years and the constant rise of traffic for the school is getting way to much and now with this will be unbearable.

I will not be able to attend the 17th maybe event due to looking after my sick parents but will try and find the plans elsewhere.

I totally oppose the plan but I guess that will make non difference as no doubt the decision has already been made.

The school works with the Police Community Safety Officers on a regular basis. • Pre Covid the staff and children campaigned for safe parking. The children and staff marshalled Nursery Close and produced posters and leaflets, using resources produced by the Highways Agency. • On one occasion a school coach picked up children in Reception to take them on a school excursion and parked on the corner with double yellow lines. The coach company was advised by the school not to park in this area in future, and haven’t done so since. • Reminders to park safely and respectfully are often sent out to parents via email and via the school newsletter. • Staff are encouraged to park in the staff park.

I visited Templemoor School this afternoon and was shown and had explained to me in great detail what is being proposed. It seems to me that the extra classrooms will not have a big impact on the area surrounding the School. My only concern is the extra traffic that will be generated. Hopefully the restrictions on parking and using Nursery Close on a dropping off point for pupils will be strictly controlled and supervised.

We attended the meeting at Templemoor to look at and discuss the plans. We would like to make the following observations as ex-education professionals and local residents for the last 35 years.

The plans seem quite straightforward and are being expedited because of an unexpected increase in the intake to local schools. This is difficult to object to and was stated as a fait accompli by the planning officer at the meeting. ”We are being told to get on with it.”

Our main objections to this expansion concern the further loss of amenity that it will cause to nearby residents. We have recently been through a planning process that rejected a proposed nursery at ***** Temple Road that went to an independent appeal. Many of the reasons for that rejection apply in this case. There has been very little consideration of the impact of this extension locally. There was no School Travel Plan and no evidence of any consideration of one. The planning officer did not appear to understand the importance of such a document, unlike the local councillor who was present.

We consider the increase in traffic on Temple Road and Nursery Close will further compromise the safeguarding of children attending Templemoor and local residents living their daily lives. There are several times during the day from 07:30 to 18:30 when the roads are chaotic mix of children (some on bicycles), families, delivery vehicles, commuters using the road as a short cut to the M60, pavements full of cars and local residents attempting to carry on a normal life. Clearly, this proposal will go ahead but could be done much more safely for all concerned by adopting some relatively cheap but effective controls.

1. We welcome the opening of pedestrian access from Sycamore and Alice Street. The school should be able to target these children through their records. It is a completely safe and sustainable way of getting to school.

2. Other parents should be encouraged to adopt “walking buses” to school and some of the enlightened have realised that there is only so much parking available on Temple Road.

3. The government is considering banning parking on pavements and that cannot come too soon watching parents and children navigate their way to school along busy roadways.

4. Simple and relatively cheap traffic calming measures could be adopted. The provision of speed humps or traffic chicanes could easily solve cars driving at speed down Temple Road when both Moorlands and Templemoor are in session. The provision of pedestrian railings around Nursery Close-Temple Road junction would safeguard the most dangerous crossing point for children.

5. There are frequent deliveries during the day with many of the vehicles too big to access Nursery Close safely. We witnessed one only this morning trying to get to Templemoor at the busiest time of the morning. Surely something could be done on a long-term basis to solve this issue, if not for the period of the building work.

We hope you can see that this proposed development represents a further loss of amenity to local residents and that adopting the measures outlined above would go a long way to making life safer and easier for all concerned.

I live on Temple Road, ******* to Nursery Close and am daily aware of the traffic congestion that develops around drop-off and pick-up times. There is no stopping or parking in Nursery  Close cul-de-sac, it all happens on Temple Road and yet there has been no action (no traffic calming, no 20 mile an hour speed limits at peak times, no warning lights) taken to improve traffic flow and safety on this section of Temple Road. This presents considerable risk and inconvenience to pupils, carers and residents alike and things are bound to get worse with the proposed increase in numbers.

I would urge you to consider this aspect of risk, and take some preventative measures.

Overview

Trafford Council has a duty to provide school places for every child resident within the borough. This duty has been met by expanding a number of Primary Schools across the borough to meet local demand. Altrincham and Sale experience the greatest demand within Trafford, therefore, Trafford Council are now publishing a proposal for the physical expansion of Templemoor Infant and Nursery School to move the admission number from 60 (2 forms of entry) to 90 (3 forms of entry).

The Council held preliminary discussions with the School and then the School joined with Council Officers to consider submissions from 3 contractors before appointing Conlon Construction Ltd. and their associated architects, Bowker Sadler Architecture.  A series of meetings has been held to allow the School to participate in developing the proposal alongside Council Officers and the appointed Design and Build Contractor. 

Stakeholders were invited to the school on Tuesday 17 May 2022 and the informal consultation now continues online.

You are invited to comment on the proposed plans detailed below. Comments should be submitted by midnight Tuesday 24 May 2022.

The school currently admits 2 forms of entry (60 pupils) in each year group, 180 pupils in total, plus the Nursery with 26 full time or 52 part time places. The plan is to expand the school by 1FE to 3 FE or 90 pupils in each year group, 270 pupils in total, but the Nursery will remain at 26 places.

The proposed expansion at Templemoor Infant School would include the reconfiguration of the school entrance and hall extension as well as 2 additional classrooms to create EYFS block which will enhance the curriculum opportunities.

 

The Proposal

If the proposal goes ahead, a new single storey extension will be added to the current Nursery classroom block to create an Early Years Foundation Stage.

It will consist of 2 additional classrooms, intervention space, office, hygiene room and WCs.

The proposal includes an extension to the hall and the reconfiguration of some internal spaces to create a larger entrance area and additional group space for phonics.

Externally the staff car park will be expanded with a further 4 spaces and the playground will be extended.

As part of this proposal there is a desire to open a temporary vehicle entrance on James Street for the construction traffic and to maintain a pedestrian entrance once construction is complete to create a 3rd pedestrian entrance to school.
